It's only when you can get Youtube to recommend foreign sites that your search's escape the English language. Here is a site from Taiwan with experienced paddlers having a good time. All in Chinese language and script, but you can guess what is going on, even during the rescue practices. As far as I can figure out, it seems that most of the paddles are in the NE corner of Taiwan in the Bitou Cape Park area, exposed to the Pacific swells. One town launch is at Ruibin Shore, 6 miles east of Bitou. The area is in detail on Google Earth. The area is riddled with nooks and crannies along the shoreline.
