Islands off Sakonnet Point Question

Does anyone know the names of the two small islands just south of West and East Islands? They're not named on my nautical chart.

Also, if someone commits a crime in the waters just south of the islands, who has jurisdiction? A lawyer friend who once worked for the RI AG said in this case it would be the State Police.

FWIW, I'm writing a very long short story (which I may expand into a novel), part of which takes place just south of the islands. It's a whodunit but you know whodunit; the challenge in proving whodunit and how he did it.  ;)
